<\/a><\/figure>\n\n\n\nTo set the scene<\/a> in-real-life, in the words of Professor Raina MacIntyre<\/a> (the first author of the paper)\u2026<\/p>\n\n\n\nOn December 9\u201310 2019<\/strong> [\u2026] while SARS-COV-2 began spreading in China, we ran Pacific Eclipse<\/strong>, a pandemic tabletop exercise, in three cities simultaneously in the United States.<\/p>\n\n\n\n- Professor Raina MacIntyre, Kirby Institute, UNSW Sydney, Australia<\/li><\/ul>\n\n\n\n
What an amazing coincidence!<\/strong><\/em><\/p>\n\n\n\nThe professor continues\u2026<\/p>\n\n\n\n
\u2026Pacific Eclipse brought together international stakeholders from health, defence, law enforcement, emergency management and a range of other sectors.<\/p>
The exercise was designed to identify potential gaps in preparedness and modifiable factors which could prevent a pandemic or mitigate the impact of a pandemic.<\/strong><\/p><\/blockquote>\n\n\n\n(Hmm\u2026 Sounds like a practice for a pre-planned fake pandemic.)<\/strong><\/p>\n\n\n\nStakeholders from state and federal government and non-government organisations from the United States, the United Kingdom, Australia, New Zealand, Canada, as well as industry and non-government organisations attended.<\/strong><\/p><\/blockquote>\n\n\n\nWow! Who were these people?!<\/strong><\/p>\n\n\n\n(Also: Given the hypothetical \u2018outbreak\u2019 starts in Fiji, it\u2019s an interesting mix of countries.)<\/p>\n\n\n\n
But wait – there\u2019s more!<\/strong><\/em><\/p>\n\n\n\nMany issues that subsequently arose during the COVID-19 pandemic were anticipated<\/strong> \u2013 testing, tracing, isolation, quarantine, vaccination response, stockpiling, social distancing, masks, border control, protecting critical infrastructure, business continuity and protecting first responders. Pacific Eclipse took a broad, societal view of pandemics, including cascading failures in critical infrastructure due to mass illness and absenteeism, all of which were seen during the subsequent COVID-19 pandemic.<\/p><\/blockquote>\n\n\n\nThe ability of these experts to \u2018anticipate\u2019 [a phony-baloney crisis<\/a> in which they\u2019re heavily invested] is truly extraordinary!<\/strong><\/p>\n\n\n\nThey even \u2018predicted\u2019 the COVID scenes with cruise ships\u2026<\/p>\n\n\n\n
The scenarios depicted within the Pacific Eclipse<\/em> predicted: the porosity of borders and that cruise liners would pose very significant logistical issues and moral dilemmas caused by the risk of disease amplification on board\u2026<\/p><\/blockquote>\n\n\n\nWonders never cease!!<\/em><\/p>\n\n\n\nAnd then<\/a>: Enter – the miraculous \u2018vaccines\u2019 (versus \u2018vaccine hesitancy\u2019)\u2026<\/strong><\/p>\n\n\n\nWe showed that vaccination provides an effective exit strategy to a pandemic, and that this requires high and rapid coverage, as well as vaccine to be supplied to the areas of greatest need. Countries that cannot achieve high coverage due to lack of access or hesitancy, will determine the duration of the pandemic and the level of global disruption, which may extend to many years in some hot spots.<\/strong><\/p><\/blockquote>\n\n\n\n(No mention of real-life global vaccine failure, needless to say!)<\/p>\n\n\n\n
Here\u2019s the bombshell.<\/strong><\/p>\n\n\n\nWe did exercise the impact of the 2020 federal election in the US and Brexit<\/a> in the UK on the smallpox pandemic, <\/strong>but did not anticipate the complete failure in organised public health response in these countries at critical junctures.<\/p><\/blockquote>\n\n\n\nSo\u2026 without having to read between the lines, this sounds a lot like a pre-determined scheme to take down the two key populist political movements in the West at that time: \u2018MAGA<\/a>‘ and Brexit!! <\/strong>Doesn\u2019t it?<\/strong><\/em><\/p>\n\n\n\nThe degree of preparation<\/s> planning<\/s> plotting on display is jaw-dropping!<\/p>\n\n\n\n
The article actually outlines how, during the exercise, real-time feedback for decisions about \u2018measures\u2019 was provided by \u2018modelling\u2019 – including \u201cworst case scenario\u201d\u2026<\/p>\n\n\n\n
The results were then presented in real time to the participants on the large screen and on their smart phones, and an interactive discussion followed. At the end of the exercise, people were shown mathematical modelling outputs of the epidemic resulting from different actions or decisions. [\u2026]<\/strong><\/p>In the worst case scenario<\/strong>, the end of the pandemic is greater than 8 years and results in 522 million cases, despite the vaccine being highly effective\u2026<\/p><\/blockquote>\n\n\n\nOf course! In order to pull off a \u2018pandemic\u2019, the \u2018modelling\u2019 is crucial!<\/strong><\/p>\n\n\n\nInterestingly (but not surprisingly, like Neil Ferguson et al\u2019s notorious Imperial College Report 9<\/a>)\u2026<\/p>\n\n\n\nWe did not include formal economic analyses in the exercise<\/strong>, but this is also an important consideration for competing pandemic control options.<\/p><\/blockquote>\n\n\n\nNow they tell us (\u2026 after crashing the global economy).<\/strong><\/em><\/p>\n\n\n\nNOTE: <\/strong>on the issue of \u2018origins\u2019 and \u2018biothreats\u2019: According to the experts who designed the exercise, the different characteristics compared to COVID of both the culprit infection and the \u2018origin of the outbreak\u2019 – in the case of Pacific Eclipse<\/em>, a bioterrorism attack involving smallpox – were considered irrelevant in terms of the continuity between the simulation and real life:<\/p>\n\n\n\nAlthough the pandemic spread of SARS-CoV-2 was not deliberate, many of the issues addressed in the meeting were and remain highly relevant to effectively managing and limiting the spread of a highly contagious infectious disease.<\/strong><\/p><\/blockquote>\n\n\n\nIn fact, the journal article highlights the many parallels between the Pacific Eclipse test-run and the COVID-19 \u2018pandemic\u2019.<\/p>\n\n\n\n
\u2026 the long incubation period<\/a>, similar R0 and predominant respiratory transmission make the two infections comparable in pandemic potential. This provided a validation of the hypothetical pandemic we had exercised and showed that many issues highlighted by Pacific Eclipse did come to pass during the COVID-19 pandemic.<\/strong><\/p><\/blockquote>\n\n\n\nSo there you have it<\/strong>: Just before COVID kicked off in a super-charged US presidential year and an anticipated second term for Trump (and overwhelming momentum in the UK to \u201cGet Brexit Done<\/a>\u201d) the Five Eyes nations held a clandestine meeting of multi-level pandemic \u201cstakeholders\u201d across government, academia and industry – led by the US DoD and assorted university experts – and ran a \u201ctabletop exercise\u201d that more or less accurately predicted the desired \u2018COVID response\u2019 (of those present).<\/p>\n\n\n\nIs it possible that Event 201 was a modified limited hangout, and the real tabletop exercise – <\/strong>Pacific Eclipse<\/a><\/strong><\/em> – took place later, in private, just before Operation COVID-19 was officially launched, whereby a manufactured emergency then had the \u2018anticipated\u2019 effect of political destablization, particularly in the US and the UK?<\/strong><\/p>\n\n\n\nThis all looks very much like a smoking gun\u2026 nearly five years later.<\/strong><\/p>\n\n\n\nRead on for \u201cPacific Eclipse <\/em>– 12 points\u201d – with visual cues of the crime scene!<\/p>\n\n\n\n

International aid is greatly reduced because the US needs their resources and personnel for their own epidemic control. Crisis communication is an issue, and not done well.<\/em><\/p>Conspiracy theories and anti-vaccination groups are also active on social media.<\/em><\/p><\/blockquote>\n\n\n\n<\/a><\/figure>\n\n\n\nCivil unrest and riots occur in many cities, requiring law enforcement and military response, but shortages of personal protective equipment<\/a> have police striking.<\/em> The upcoming federal election in 2020 also becomes a factor, with politicisation of the pandemic response and nationalism.<\/strong> \u2026 Banning of mass gatherings such as concerts and sporting events becomes contentious, as does border control\u2026 Large outbreaks begin in California and Arizona and the disease spreads more widely. Absenteeism in the workforce is affecting the economy severely. Dead bodies outside hospitals are piling up and disposal of medical waste is in crisis, as funeral homes are full or refusing service and transport companies refuse medical waste.<\/em><\/p>\u2026The population is confused, further reducing trust in authority and government.<\/em><\/p><\/blockquote>\n\n\n\n(11) The article outlines how the exercise included mitigation measures such as contract tracing, social distancing, border closures, and speed of vaccination response. The exercise was designed to identify potential gaps in preparedness and modifiable factors which could prevent a pandemic or mitigate the impact of a pandemic.<\/strong><\/p><\/blockquote>\n\n\n\n(Hmm\u2026 Sounds like a practice for a pre-planned fake pandemic.)<\/strong><\/p>\n\n\n\nStakeholders from state and federal government and non-government organisations from the United States, the United Kingdom, Australia, New Zealand, Canada, as well as industry and non-government organisations attended.<\/strong><\/p><\/blockquote>\n\n\n\nWow! Who were these people?!<\/strong><\/p>\n\n\n\n(Also: Given the hypothetical \u2018outbreak\u2019 starts in Fiji, it\u2019s an interesting mix of countries.)<\/p>\n\n\n\n
But wait – there\u2019s more!<\/strong><\/em><\/p>\n\n\n\nMany issues that subsequently arose during the COVID-19 pandemic were anticipated<\/strong> \u2013 testing, tracing, isolation, quarantine, vaccination response, stockpiling, social distancing, masks, border control, protecting critical infrastructure, business continuity and protecting first responders. Pacific Eclipse took a broad, societal view of pandemics, including cascading failures in critical infrastructure due to mass illness and absenteeism, all of which were seen during the subsequent COVID-19 pandemic.<\/p><\/blockquote>\n\n\n\nThe ability of these experts to \u2018anticipate\u2019 [a phony-baloney crisis<\/a> in which they\u2019re heavily invested] is truly extraordinary!<\/strong><\/p>\n\n\n\nThey even \u2018predicted\u2019 the COVID scenes with cruise ships\u2026<\/p>\n\n\n\n
The scenarios depicted within the Pacific Eclipse<\/em> predicted: the porosity of borders and that cruise liners would pose very significant logistical issues and moral dilemmas caused by the risk of disease amplification on board\u2026<\/p><\/blockquote>\n\n\n\nWonders never cease!!<\/em><\/p>\n\n\n\nAnd then<\/a>: Enter – the miraculous \u2018vaccines\u2019 (versus \u2018vaccine hesitancy\u2019)\u2026<\/strong><\/p>\n\n\n\nWe showed that vaccination provides an effective exit strategy to a pandemic, and that this requires high and rapid coverage, as well as vaccine to be supplied to the areas of greatest need. Countries that cannot achieve high coverage due to lack of access or hesitancy, will determine the duration of the pandemic and the level of global disruption, which may extend to many years in some hot spots.<\/strong><\/p><\/blockquote>\n\n\n\n(No mention of real-life global vaccine failure, needless to say!)<\/p>\n\n\n\n
Here\u2019s the bombshell.<\/strong><\/p>\n\n\n\nWe did exercise the impact of the 2020 federal election in the US and Brexit<\/a> in the UK on the smallpox pandemic, <\/strong>but did not anticipate the complete failure in organised public health response in these countries at critical junctures.<\/p><\/blockquote>\n\n\n\nSo\u2026 without having to read between the lines, this sounds a lot like a pre-determined scheme to take down the two key populist political movements in the West at that time: \u2018MAGA<\/a>‘ and Brexit!! <\/strong>Doesn\u2019t it?<\/strong><\/em><\/p>\n\n\n\nThe degree of preparation<\/s> planning<\/s> plotting on display is jaw-dropping!<\/p>\n\n\n\n
The article actually outlines how, during the exercise, real-time feedback for decisions about \u2018measures\u2019 was provided by \u2018modelling\u2019 – including \u201cworst case scenario\u201d\u2026<\/p>\n\n\n\n
The results were then presented in real time to the participants on the large screen and on their smart phones, and an interactive discussion followed. At the end of the exercise, people were shown mathematical modelling outputs of the epidemic resulting from different actions or decisions. [\u2026]<\/strong><\/p>In the worst case scenario<\/strong>, the end of the pandemic is greater than 8 years and results in 522 million cases, despite the vaccine being highly effective\u2026<\/p><\/blockquote>\n\n\n\nOf course! In order to pull off a \u2018pandemic\u2019, the \u2018modelling\u2019 is crucial!<\/strong><\/p>\n\n\n\nInterestingly (but not surprisingly, like Neil Ferguson et al\u2019s notorious Imperial College Report 9<\/a>)\u2026<\/p>\n\n\n\nWe did not include formal economic analyses in the exercise<\/strong>, but this is also an important consideration for competing pandemic control options.<\/p><\/blockquote>\n\n\n\nNow they tell us (\u2026 after crashing the global economy).<\/strong><\/em><\/p>\n\n\n\nNOTE: <\/strong>on the issue of \u2018origins\u2019 and \u2018biothreats\u2019: According to the experts who designed the exercise, the different characteristics compared to COVID of both the culprit infection and the \u2018origin of the outbreak\u2019 – in the case of Pacific Eclipse<\/em>, a bioterrorism attack involving smallpox – were considered irrelevant in terms of the continuity between the simulation and real life:<\/p>\n\n\n\nAlthough the pandemic spread of SARS-CoV-2 was not deliberate, many of the issues addressed in the meeting were and remain highly relevant to effectively managing and limiting the spread of a highly contagious infectious disease.<\/strong><\/p><\/blockquote>\n\n\n\nIn fact, the journal article highlights the many parallels between the Pacific Eclipse test-run and the COVID-19 \u2018pandemic\u2019.<\/p>\n\n\n\n
\u2026 the long incubation period<\/a>, similar R0 and predominant respiratory transmission make the two infections comparable in pandemic potential. Countries that cannot achieve high coverage due to lack of access or hesitancy, will determine the duration of the pandemic and the level of global disruption, which may extend to many years in some hot spots.<\/strong><\/p><\/blockquote>\n\n\n\n (No mention of real-life global vaccine failure, needless to say!)<\/p>\n\n\n\n Here\u2019s the bombshell.<\/strong><\/p>\n\n\n\n We did exercise the impact of the 2020 federal election in the US and Brexit<\/a> in the UK on the smallpox pandemic, <\/strong>but did not anticipate the complete failure in organised public health response in these countries at critical junctures.<\/p><\/blockquote>\n\n\n\n So\u2026 without having to read between the lines, this sounds a lot like a pre-determined scheme to take down the two key populist political movements in the West at that time: \u2018MAGA<\/a>‘ and Brexit!! <\/strong>Doesn\u2019t it?<\/strong><\/em><\/p>\n\n\n\n The degree of The article actually outlines how, during the exercise, real-time feedback for decisions about \u2018measures\u2019 was provided by \u2018modelling\u2019 – including \u201cworst case scenario\u201d\u2026<\/p>\n\n\n\n The results were then presented in real time to the participants on the large screen and on their smart phones, and an interactive discussion followed. At the end of the exercise, people were shown mathematical modelling outputs of the epidemic resulting from different actions or decisions. Crisis communication is an issue, and not done well.<\/em><\/p> Conspiracy theories and anti-vaccination groups are also active on social media.<\/em><\/p><\/blockquote>\n\n\n\n Civil unrest and riots occur in many cities, requiring law enforcement and military response, but shortages of personal protective equipment<\/a> have police striking.<\/em> The upcoming federal election in 2020 also becomes a factor, with politicisation of the pandemic response and nationalism.<\/strong> \u2026 Banning of mass gatherings such as concerts and sporting events becomes contentious, as does border control\u2026 Large outbreaks begin in California and Arizona and the disease spreads more widely. Absenteeism in the workforce is affecting the economy severely. Dead bodies outside hospitals are piling up and disposal of medical waste is in crisis, as funeral homes are full or refusing service and transport companies refuse medical waste.<\/em><\/p> \u2026The population is confused, further reducing trust in authority and government.<\/em><\/p><\/blockquote>\n\n\n\n<\/a><\/figure>\n\n\n\n<\/a>
